Mr. Mayle.
1. In his telegram at No. 41 the Governor mentions the possibility of Chinese financial support for the University, which Mr. Sloss estimates may be as high as £100,000 if H.M.G. were to support the establishment of a University as recommended by the Committee, but which is likely to be much smaller if H. M. G. support is not forthcoming. Mr. Sloss is returning towards the end of the month, and the Governor suggests that, in view of this possibility, we should defer until after discussions with Mr. Sloss
a decision on whether we should accept the Treasury's view that the question of financial assistance from H. M. G. must be shelved for the time being.
2. By Chinese subscriptions I take it that the Governor means subscriptions from Chinese residents in Hong Kong. This possibility has not previously been mentioned to us, so far as I can trace.
I can find no mention of it in the Committee's report which is registered at No.48 on 54147/46 Part I (paragraphs 72 to 74 on pages 25 and 26 of that report deal specifically with the question of the University's income), and there is also no mention of it in the memorandum which accompanied Sir Thomas Lloyd's letter to Sir Bernard Gilbert at No.18 on this file.
